领导同群众的矛盾是人民内部矛盾群的焦点,也是人民内部矛盾的主线,而且具有普遍性,居于人民内部矛盾的主导地位。在领导同群众之间矛盾着的两个方面中,领导是矛盾的主要方面。在解决领导同群众的矛盾时,重点在于解决领导存在的问题。在当前,领导存在的主要问题是官僚主义、特殊化和少数人的腐败现象。固之,解决领导同群众的矛盾,改善领导同群众的关系,要把着眼点放在克服领导的官僚主义、特殊化和腐败现象上。克服官僚主义、特殊化、腐败现象要做到“对症下药”,而问题的关键在于消除它们存在的根源,尤为重要的是要加强政治体制改革。消除在我国条件下官僚主义、特殊化的总病根——旧体制的种种弊端。保证党和国家政治生活民主化,经济管理民主化,整个生活民主化。
The contradiction between leading the masses and the masses is the focus of the contradictions among the people and the main line of contradictions among the people. It is universal and occupies the leading position among the contradictions among the people. Leadership is the major aspect of conflict in the two areas in which leadership conflicts with the masses. In resolving the contradiction between leaders and the masses, the key lies in resolving the problems existing in leadership. At present, the main problems existing in leadership are bureaucracy, specialization and the corruption of minorities. In order to resolve the conflicts between leaders and the masses and improve their relations with the masses, we should focus on overcoming bureaucratic leadership, specialization and corruption. To overcome the bureaucratic, special and corrupt phenomena, “the right remedy” should be done. The crux of the problem lies in eliminating the root causes of their existence. What is more important is to strengthen the reform of the political system. Eliminate the bureaucratic and special general root cause under the conditions of our country - the drawbacks of the old system. We must ensure the democratization of the political life of the party and state, the democratization of economic management and the democratization of the entire life.
