随着知识经济时代的到来,一场科技人才争夺战在全球展开。发达国家特别是美国利用其资金和科研环境的优势占据了主动地位,而对多数发展中国家来说则是雪上加霜。1999年美国发放的11.5万份特殊人才签证中,印度科技人员占46%。改革开放以来,中国出国留学人员累计共达40多万,除去仍在校学习的10万人之外,学成归国的仅约33%。发展中国家如不迅速采取培养、吸引和招揽人才的有力措施,就会在新世纪的竞争中处于更加被动的地位。
With the advent of the era of knowledge-based economy, a scramble for scientific and technological personnel has started in the world. The developed countries, especially the United States, have taken the initiative to take advantage of their capital and scientific research environment, which is even worse for most developing countries. Of the 115,000 special talent visas issued by the United States in 1999, Indian scientists and technicians accounted for 46%. Since the reform and opening up, China has totally accumulated more than 400,000 overseas students studying abroad, leaving only about 33% of those returning to study abroad except for the 100,000 who are still in school. If developing countries do not adopt prompt and vigorous measures to train, attract and recruit talent, they will become more passive in the competition in the new century.
