国家加大公共文化体系建设,但地方公共文化基础设施不完善,公共图书馆数量较少,藏书质量不高,甚至一些偏远地区没有公共图书馆.高校图书馆文献资源丰富、馆员专业素质高、软硬件设施齐全,在高校图书馆现有条件下,发挥其资源优势,实现其社会职能.黑河学院图书馆参与地方公共文化服务具有代表性.
