强调民主、责任和服务理念的新公共服务理论的出现,为我国政府绩效管理制度的完善提供了一个新的视角:政府绩效管理的价值取向必须坚持“以民为本”;地方政府绩效评估体系设计必须以“公众满意”为核心;地方政府绩效管理过程必须强调“公民参与”。
The emergence of the new public service theory emphasizing democracy, responsibility and service concept provides a new perspective for the improvement of government performance management system in our country.
