The Felstein Tool Enrichment Act (FIE) is an intervention program conceived and designed by Lev Felstein and colleagues at the Hadassar-Vizco-Canida Institute in Jerusalem, Israel. It is a unique approach to rebuilding the cognitive structures of children with intellectual disabilities and enhancing the learning potential of disadvantaged students in socio-cultural contexts. The Learning Potential Scale (LPAD) is a creative approach to measuring the learning potential of an individual. It replaces the static goals of a diagnostic test and seeks to measure the cognitive variability of an individual dynamically, ie, the ability to cause change through learning.
