Washington, D.C. In the wake of the recession in the U.S. economy and the fierce Gulf War, U.S. President Bush handed over the budget for the 1992 fiscal year to the Congress on February 4. The 2029-page, 7-pound budget report features: The federal budget deficit remains high. Fiscal revenue growth is based on overly optimistic economic growth and lacks measures to deal with a recession. According to the new budget, U.S. government expenditures will reach 1.445 trillion U.S. dollars in fiscal year 1992 (starting from October 1 this year), an increase of 2.6% over the previous fiscal year; the government revenue is estimated at 11.65 million
