文章认为,改革作为一个宏大的系统工程、除旧布新的发展过程、利益调整的动态过程以及与经济建设相互协调的联动工程,必须实施有效的管理方能顺利进行。改革过程的管理包括目标导向管理、社会心理管理、环境综合管理和结构时序管理等内容,且四者相互联系、相互协调。对改革过程实施科学有效的管理,必须遵循系统规划设计、分步配套实施、合理修正偏差和不断完善深化等基本原则与方法,并且通过树立新的价值观念、完善道德品质、培养主体精神和改变思维方式等塑造改革主体──人的形象。
The article holds that the reform, as a grand systematic project, must be carried out effectively and efficiently, except for the new development process of old cloth, the dynamic process of interest adjustment and the linkage project coordinated with economic construction. The management of the reform process includes such things as goal-oriented management, social psychological management, integrated environmental management and structural timing management, and the four are interrelated and coordinated.
