刑事办案工作考核是促进刑侦工作开展的强有力杠杆,没有考孩,干多干少,干好干坏一个样,影响民警的工作积极性,任务落实不到人。考核最根本目的是衡量执法工作实绩,落实执法责任,促进刑事执法质量和水平提高。所以制定刑事办案考核机制要从实际工作出发,以严格执法、规范办案为核心,坚持科学、合理、公开、公正、公平原则,在规范的考核程序下,真实反映办案工作水平。
The assessment of criminal cases is a powerful lever to promote the criminal investigation work. There are no test bachelors, whether to do more work or not, how to do good or bad work, and affect the work enthusiasm of the police. The most fundamental purpose of assessment is to measure the actual performance of law enforcement, implement law enforcement responsibilities and promote the quality and level of criminal law enforcement. Therefore, the establishment of a criminal handling system for assessment should proceed from the practical work, strictly enforce the law and standardize the handling as the core, and adhere to the principles of being scientific, reasonable, open, fair and equitable, and accurately reflect the level of handling cases under the standardized assessment procedures.
