本文利用国家电网及杭州居民用电的微观调查数据,通过构建与微观经济理论一致的条件马歇尔需求函数以进行福利分析,基于满足可分性条件的离散/连续选择(DCC)模型估计出阶梯定价下的价格弹性,以进行阶梯电价政策评价。结果显示:阶梯定价下的价格弹性较大,比线性定价价格调整更为有效;在阶梯定价中嵌入分时定价,使部分峰时电量转移到谷时,在一定程度上实现了削峰填谷的目标;同时,峰谷比变化能调节用户总电费支出;阶梯宽度调整直接影响不同阶梯的用户覆盖目标。
Based on the micro-survey data of State Grid and residential electricity consumption in Hangzhou, this paper constructs a conditional Marshallian demand function that is consistent with the microeconomic theory for welfare analysis, and estimates the price of stepwise pricing based on discrete / continuous choice (DCC) model that satisfies the separability conditions Under the price elasticity, in order to assess the price ladder policy. The results show that the price elasticity under the step pricing is larger and more effective than the linear pricing price adjustment. In the step pricing, when the time-sharing price is embedded, the partial peak hour power transfer to the valley, to some extent, Of the target; the same time, the ratio of peak to valley can adjust the total cost of electricity users; ladder width adjustment directly affects the different ladder user coverage.
