为适应农村经济结构变革和商品经济发展的需要,1984年,武汉市汉阳县的22个乡镇全部建立了一级财政,促进了农村经济和各项事业的发展。1990年,全县农村社会总产值达到10.5亿元,比1983年增长2.3倍,占全县工农业总产值的54.8%;乡镇级财政收入完成3687万元,占全县财政总收入的60.3%。全县22个乡镇连续7年实现了财政收支平衡。实践证明,乡镇财政对完善基层政权建设,促进农村经济体制改革,起到了重要作用。但是,随着乡镇事业的不断发展,乡镇财政工作还有待进一步完善和提高。就此,笔者谈
