对常规水电站的水能设计,我们已有一套习惯的方法:通过未考虑调峰能力制约的电力电量平衡,检验水电站的电力电量效用,使设计水电站与具有同等电力电量效用的替代电站相比较,从而评价水电站的经济性。这种方法虽比只计电量。不计电力效用的方法合理,但仍然没有充分反映水电的调峰效益。因调峰不仅要有装机容量以保证电力平衡,还要具备足够的调峰能力,若延用这种方法去评价抽水蓄能电站,影响其评价结论。笔者提出改进这套习惯的水能设计方法,补充有关调峰能力方面的分析内容供讨论。
