2015年8月11日 《联合国气候变化框架公约》秘书处8月11日发表媒体通报称,澳大利亚已正式向该机构提交了国家自主决定贡献方案,成为第54个向该机构提交2020年后应对气候变化目标和行动计划的国家。
《联合国气候变化框架公约》秘书处的11日的通报指出,世界各国预计将在今年12月于巴黎达成全面气候变化新协议。在此之前,澳大利亚提前提交了国家自主决定贡献方案,联合国方面对此表示欢迎。
通报指出,《联合国气候变化框架公约》秘书处执行秘书菲格雷斯鼓励所有国家尽快提交国家自主决定贡献方案,以显示各国对于巴黎气候变化峰会成功达成协议所应尽的义务和支持。
通报表示,巴黎气候协议在2020年后生效,将使所有国家有能力行动起来,以防止全球平均气温上升2摄氏度,并从向清洁和可持续发展的全球必要转变的机会中获益。
澳大利亚在其国家自主决定贡献方案中强调,该国将继续在全球有效应对气候变化的努力中发挥重要作用。在对各国生效的巴黎协议的框架下,澳大利亚将设定整体经济目标,在2030年实现将温室气体的排放量在2005年的基础上减少26-28%。
On August 11th, 2015, Secretariat of UNFCCC said on its media notification that, Australia has submitted the INDC and become the 54th country which submitted the post-2020 climate change target and action plan.
In the notification, the world would reach a comprehensive and new agreement on climate change in December this year at Paris. Before that, Australia’s submission was welcomed by UN.
The notification said, Figueres, Executive Secretary of Secretariat of UNFCCC encouraged all countries to submit the INDC to show their responsibility and support for the achievement of agreement on Paris Climate Change Summit.
The notification said, the Paris Climate Agreement would be taken into effect after 2020 and it will let all countries make actions to prevent the increase of average temperature by 2 degree centigrade and obtain benefits from the necessary global change into clean and sustainable development.
Australia said in its INDC that, it will continue its efforts in combating climate change worldwide. Under the framework of Paris Agreement that is applied to everyone, Australia would set the general economic target and reduce the greenhouse gas emission by 26-28% on the basis of that in 2005 till 2030.
