我们研究增强企业活力的问题,应在总结改革经验的基础上,结合目前国营大中型企业的实际,从一个新的角度去探讨。我认为,我们应该首先从思想观念上真正树立“企业主体论”。回顾十多年的改革历程,对于国营大中型企业来说,过去理论界不少同志往往在企业各级政府管理部门的隶属关系这个界限内谈论企业活力问题,一般都是强调在各级经济管理部门的控制下去研究增强企业活力,实际上,我们应该以企业为主体,着眼于国营大中型企业的自身条件,凭借企业独立自主的优势不断地探求增强企业活力的问题。按这个思路,今后我们应从以下几个方面去努力。
On the basis of summing up the experience of reform and combining with the actual conditions of large and medium-sized state-owned enterprises at present, we study the issue of enhancing the vitality of enterprises and explore them from a new perspective. In my opinion, we should first establish “enterprise theory” from the ideological point of view. Recalling the reform process of more than a decade, for state-owned large and medium-sized enterprises, many of the past theoretical circles often talked about the issue of enterprise vitality within the limits of their affiliation with the government departments at all levels of the enterprise. They generally emphasize that at all levels of economic management In fact, we should take the enterprise as the main body and focus on the conditions of the state-owned large and medium-sized enterprises, and constantly explore the issue of enhancing the vitality of the enterprises by virtue of their independent power. According to this idea, in the future we should try hard from the following aspects.
