重大事故灾害源控制是现代全球安全减灾的中心任务和主要目标。本文从提高现代及未来中国建设安全度出发,全面分析概括了重大环境污染源、重大恶性事故、重大自然灾害、重大工程质量隐患“事故”、重大行业意外事故、重大城市建设事故等灾害;并应用现代安全风险可靠性技术与管理方法,提出了定性与定量相结合安全风险评价理论及方法;进而给出几点建议。
Disaster source control of major accidents is the central task and main goal of modern global disaster reduction. Starting from improving the safety of modern and future China, this paper comprehensively analyzes and sums up disasters such as major environmental pollution sources, major malignant accidents, major natural disasters, serious project quality hidden dangers, major industry accidents, major urban construction accidents and so on. Modern security risk reliability technology and management methods, proposed qualitative and quantitative security risk assessment theory and method; and then gives some suggestions.
