黄河下游修堤工程,是在当地党委统一领导下,结合农村中心工作全面安排的,一般利用农闲季节组织沿河社员参加施工。工程的特点是:任务大、干部少、时间短。根据我们今年到工地蹲点时的体会,工地财务管理工作必须作到“及时供应,保证工需,工完帐结,不留悬案”。而要实现这个要求,应作好如下几项工作:一、抓好资金与粮食的供应。这里有三个环节:一是及早按任务分配各施工点(公社或区的岁修指挥部,下同)的款粮指标,让各施工点作好准备
