During the Tenth Five-Year-Plan period, Liaoning fetched in 2436 items of foreign technology and experts. The experts fetched in from foreign countries for technological management were 4385 persons-time, economic experts 44000 persons-time, and experts of culture and education 4015 persons-time. There were about 10400 technicians and managers were sent abroad. The province has established a cooperation relation with more than 30 foreign experts organizations and agencies in more than 20 countries. They supplied a lot of experts and technological personnel to Liaoning province. As a result, the province has set up a system for fetching in foreign wisdom and made a lot of fruit. In Liaoning, there are now 22 demonstrative enterprises that fetch in foreign wisdom, 19 demonstrative farming bases, 7 demonstrative farming gardens, 5 farming extract items, and 3 transforming bases for high-new technological results.
