四川省监狱系统从2008年9月开始,集中清理多年来因政策限制而滞留监狱的数千名“老病残”服刑人员,至年底,已有千余名“老病残”通过假释和暂予监外执行回家。四川省监狱管理局称,此举是监狱坚持以人为本,落实宽严相济刑事司法政策,构建和谐社会的重要体现。不过,也有人认为监狱是把“老病残”犯人推给社会,“甩包袱”。争议背后值得关注的是我国刑罚执行中的假释政策以及如何更好完善。
