In the course of the reform of the financial system in the Soviet Union, the issue of commercial credit has become one of the hot debates. Soviet economists hold different views on this issue. They are divided into two major groups: those that favor the opening up of commercial credit factions and those that oppose opening up of commercial credit factions. Well-known economist Professor O H. Rafteru, director of the Department of Monetary Credit at the Moscow Institute of Finance and Economics and Professor BC Graschenka, an expert on currency circulation in the department, are among the representatives of the two schools. The two factions started a sharp tit-for-tat fierce debate on a series of related issues concerning commercial credit.
