2008年是十一届全国人大及其常委会依法履职的第一年。4月15日,常委会第二次委员长会议通过了《全国人大常委会2008年立法工作计划》,计划明确了一年中全国人大常委会立法工作的目标和重点,强调要集中力量抓紧制定在中国特色社会主义法律体系中起支架作用、改革开放和现代化建设急需的法律,及时修改与经济社会发展不相适应的法律,督促有关方面在实践的基础上尽快制定和修改与法律相配套的法规,确保到2010年形成中国特色社会主义法律体系并不断加以完善。
