为了了解乡镇企业社会负担状况,维护企业合法权益,促进乡镇企业超常规发展,我厅组织力量对100户乡镇企业1992至1993年社会负担情况进行了审计调查。从调查的情况看,通过贯彻省政府《关于切实减轻乡镇企业负担的通知》精神,各地采取相应措施,在减轻乡镇企业负担方面做了大量工作,对遏制负担增长,促进乡镇企业的发展,起到了一定作用。如武穴市花桥镇采取得力措施,乡镇企业社会负担连年下降,其中集资摊派1992年至1993年分别比上年下降34%和47%,乡镇企业发展迅速。但是,从总体上看,我省乡镇企业社会负担仍然沉重,有的地方还相当突出,表现在三个方面:一是负担项目繁多,涉及中央、省、地、县、乡、管理区多层次多部门。二是负担水平过高。三是负担增长过快。目前,乡镇企业社会负担主要存在以下几个问题:
