本文提供一个关于制度环境影响市场交易费用进而影响企业所有权安排的案例。中心的论点是 :社区政府能充当乡镇集体企业所有者 ,是因为市场的不完善 ,使它能控制资源并在组织交易上具有优势 ;一旦市场发展使社区政府失去这些优势 ,那么它让渡企业所有权就不可避免 ,这也正是目前改革中所发生的事实。作者指出 ,完善市场有利于公有制企业改革 ,但是 ,市场的发展最终要导致企业内部产权结构发生变化 ,有能力的经营者将取代依靠政治势力的政府成为企业的所有者
This article provides a case study of the impact of institutional environment on market transaction costs, which in turn affects the ownership arrangements of firms. The central argument is that community governments can act as owners of collective enterprises in towns and villages because of the imperfections in the markets that allow them to control their resources and to have advantages in organizing transactions. Once the market has made the community government lose these advantages, Ownership is inevitable, which is exactly what happened in the current reform. The author points out that perfecting the market is conducive to the reform of public-owned enterprises. However, the development of the market will eventually lead to changes in the structure of property rights in the enterprise. The competent operators will replace the government that rely on political power to become the owner of the enterprises
