作为一项重要的民主政治制度,信访为广大人民群众参政议政、表达民意与进行权力监督提供了重要的途径。但是,一些群体性上访人员以违法违规的方式进行信访活动,会对社会稳定造成一定的冲击与影响。由于群体性上访人员涉及人数较多,原因复杂,利益协调困难,给新时期的信访工作带来挑战。笔者基于群众工作观点,从主动开展工作、注重日常联系、提高沟通技巧、善于换位思考、巧用处罚结果等五个层面,提出了具有较强可操作性的群体性上访人员的应对策略与方法。
