低碳经济是“化石能源时代”向“新能源时代”的缓冲,低碳经济并不意味着排斥高能耗产业发展,更不会制约传统经济的发展。各个国家和地区,要从现实出发,有目标、有计划、有步骤地发展低碳经济,而非一拥而上。
The low-carbon economy is a buffer from the “fossil energy era” to the “new energy era.” A low-carbon economy does not mean excluding the development of high-energy consumption industries, nor restricts the development of the traditional economy. All countries and regions should proceed from reality, have a goal, plan and develop a low-carbon economy step by step instead of going up one by one.
