粮政工作责任繁重,征收、保管、运输、加工、供给、会计等业务均甚复杂,现在开征在即,而各地准备工作多不充分,已造成紧张形势,基本原因;是对粮政机构注意尚不够。粮政机构的现状,大致有原定编制太小,未按编制建立仍是财科兼办,未按编制配备起来,与只配备一批新的成份,而骨干不足等几种情形,尤其是仓库人员未按实际需要具体配备。因此,除由本府考虑各级粮局编制之外,特先作决定如左:一、各县粮食局未建立者,即速建立,由财政科长兼任者,应即另配备专任局长,任务较大之县,并应设副局长,至于财政科长可另行配备。二、各级粮局人员配备尚未达分局二十至三十人,县局十人至十五人者,应迅速按需要配备起来,已配备起来而质量太低,骨干太少,应赶快设法
The tasks of food administration are heavy. The operations of collection, storage, transportation, processing, supply and accounting are all very complicated. Now the operation is very imminent and the preparation work in various places is inadequate. This has created tensions and basic causes; not enough. The status quo of the food and government agencies has broadly been divided into the following categories: the original establishment is too small, the establishment of a financial institution is still not complied with, Warehouse personnel not according to the actual needs of specific equipment. Therefore, in addition to considering the preparation of grain bureaus at all levels except for the consideration of the food bureaus at all levels, the first decision should be made as follows: 1. The non-established grain bureaus in all counties shall be established as soon as possible. Larger county, and should be set deputy director, as chief of finance may be equipped with. 2. At all levels, food and beverage bureau staff have not yet reached 20 to 30 branch offices and 10 to 15 county level staffs should be equipped promptly with their needs and have been equipped with too low quality and too few backbones.
