核心提示“蓝天计划”是由民政部本级每年安排福利彩票公益金2亿元,与地方政府投入和民政部门福利彩票公益金使用安排相结合,力争用5年时间,从中央到地方投入资金60亿元,在全国大中城市建设和完善集养护、教育、康复于一体的儿童福利机构。“霞光计划”是民政部本级每年安排福利彩票公益金不少于1亿元,与地方政府投入和民政部门福利彩票公益金使用安排相结合,力争用5年时间,从中央到地方,投入50亿元左右,在全国建设和改造农村五保供养服务设施,到“十一五”末期基本解决五保对象的居住和供养需求。
