地震社会治安保卫对策是对因地震而引起的社会治安问题所采取的有效的防范措施和社会治安管理办法。本文在“引言”中论述了研究地震社会治安保卫对策的目的和制定对策的原则。在“地震前后社会治安情况及原因”一节中,概述了地震预报意见发布后和发生地震前后出现的社会治安问题及原因。在“地震社会治安特点”一节中,以我国几次强震前后出现的各种社会治安问题为基础,归纳出地震社会治安的四个特点。在“抗震救灾社会治安对策”一节中,根据地震前后可能出现的各类社会治安问题,按地震预报的不同阶段,分别提出了震前、临震前、以及震后应急和震后较长时期的社会治安对策。各阶段对策是既有区别又有联系。
Earthquake social security measures to defend the social security problems caused by the earthquake is taken by the effective preventive measures and social security management practices. In the introduction, this paper discusses the purpose and countermeasure of studying social security measures in earthquake. In the section “Situation and Causes of Public Security before and after the Earthquake,” the issue of social security and its causes after the publication of the earthquake prediction opinions and before and after the earthquake were summarized. In the section of “Features of Public Security in Earthquake Earthquake”, based on the various social public order problems that occurred before and after the severe quake in our country, four characteristics of social order in earthquake were summed up. In the section of “Social Security Measures for Earthquake Relief”, based on the various types of social security problems that may occur before and after the earthquake, according to different stages of earthquake prediction, pre- and post-earthquake earthquakes and post-earthquake long-term earthquakes Social security measures during the period. Measures at each stage are both distinctive and relevant.
