机构变革有些是通过自身努力而发生的,而另一些则是由外力推动的。一般来说,档案馆的建立并不考虑变革的因素,但其自身仍不断发生变化,这种变化主要是由外力推动的。下面拟从“外界推动下的变革”与“自身内部的变革”两个方面来介绍苏格兰档案馆(The ScottishRecorol Office,下文缩略为SRO)近期所发生的变化,从而得出一些概括性的结论。 最近20年来,档案馆工作的重点逐渐偏离了传统意义上的登记、整理、编目等基础工作。在SRO中,人们正尽力去缓减这种趋势,努力使工作人员重新回到编目等基础工作中,并发展了电脑编目系统,这尽管不能减轻脑力劳动,却大大加快了编目的速度。 尽管如此,现在有一种倾向,那就是人们只顾眼前,而忽视长远利益。这种倾向导致了SRO以及其他档案馆只重视各种展览会的举办,各种出版物的发行以及进行
Some of the organizational changes have taken place through their own efforts, while others have been driven by external forces. In general, the establishment of archives does not take into account factors of change, but it is still constantly changing. This change is mainly driven by external forces. The following is a brief summary of the recent changes that have taken place in The Scottish Archives (The ScottishRecorol Office, hereinafter abbreviated as SRO) from the perspective of “change driven by the outside world” and “change within one’s own.” In the recent 20 years, the focus of the work of archives gradually deviated from the basic work of registration, collation and cataloging in the traditional sense. At the SRO, people are doing their best to ease this trend, trying to get staff back to basic work such as cataloging, and developing a computerized cataloging system that drastically speeds up cataloging, though it can not alleviate mental work. Nonetheless, there is a tendency now that people should look beyond their immediate reach and neglect their long-term interests. This tendency led SRO and other archives to focus only on the holding of various exhibitions, the distribution and conduct of various publications
