在世界金融危机冲击的大背景下,德国经济发展能在欧洲一枝独秀,与其推行更为开放的人才政策密切相关。在过去几年里,德国曾面临国内的高技术人才无法满足本国日益增长的技术人才需求的问题,德国人口老龄化的问题更是加剧了德国高级人才的供求不均衡,为了解决国内高技术人才匮乏的问题,德国通过修改《外国人法》等系列的移民法规和提供优厚的福利待遇来吸引外国的高级人才到德国就业居住,以填补高级人才匮乏的缺口。修改外国人法,吸引全球人才德国的《外国人法》,即是在一定条件下允许外国公民到德国工作、学习、长期定居的法律。2012年6月1日,德国内政部为了落实“高级人才引进战略,实现人才全球化”国家政策,修订了《外国人法》。
