本文根据对美国优质教育均衡发展的历史和核心问题的研究,认为美国教育优质均衡发展主要有三个阶段:(1)义务教育基本实现时期;(2)追求教育资源和机会平等时期;(3)追求优质均衡和结果平等时期。其核心问题也从属于教育起点公平的教育机会平等与自由选择,发展到属于教育过程公平的教育资源分配与保障,再到属于教育结果平等的标准评价与改进。美国经验和教训为我国基础教育优质均衡发展提供了一种可资批判和借鉴的改革思路。
Based on the study of the history and core issues of the balanced development of quality education in the United States, this paper argues that there are mainly three stages in the balanced development of quality education in the United States: (1) the period of basic realization of compulsory education; (2) the period of pursuing educational resources and equal opportunities; (3) Pursue high-quality equilibrium and equal period of results. Its core issues also belong to equality of education and free choice of educational opportunities starting from the beginning of education, to the distribution and guarantee of education resources that belong to the fairness of education process, and to the evaluation and improvement of standards that belong to the equality of educational results. The experience and lessons of the United States provide a kind of reform idea that can be criticized and borrowed for the balanced development of quality education in our country.
