我国工程承包企业选择实施“走出去”战略,积极开拓海外工程承包业务,需要了解国际主要建筑市场有关国家和地区现行政策和法律法规,分析和比较国际工程承包市场进入条件,选择最佳的目标市场。为了充分利用国内国外两种市场资源,我国越来越多的工程承包企业积极实施“走出去”战略参与国际市场竞争。2013年,我国55家内地企业入选ENR国际承包商250强,共完成海外工程营业额671亿美元,入围企业数量创历年之最。但国际工程承包市场较之国内市场更为复杂,不同国家通过法律法规及行业政策设置了不同的市场进入条件,为中国工程承包企业开拓国际市场带来了挑战。因此,需要分析把握主要目标国家针对外国承包商所设置的各类市场进入条件,帮助我国工程承包企业根据这些条件做好相应的准备,以选择开拓适合的国际市场并实现可持续发展。
China’s engineering contracting enterprises choose to implement their “going out” strategy and actively explore overseas engineering contracting business. They need to understand the current policies and laws and regulations of the relevant major countries and regions in the international major construction markets, analyze and compare the entry conditions of the international engineering contracting market and select the best The target market. In order to make full use of both domestic and international market resources, more and more engineering contracting enterprises in our country actively implement the strategy of “going out” to participate in the international market competition. In 2013, 55 Mainland enterprises in China were selected as the top 250 ENR international contractors, with a total turnover of 67.1 billion U.S. dollars. The number of finalists reached a record high over the past years. However, the international engineering contracting market is more complicated than that of the domestic market. Different countries have set different market entry conditions through laws, regulations and industry policies, posing challenges for China’s engineering contracting enterprises to open up the international market. Therefore, it is necessary to analyze and grasp the entry conditions for various types of markets set by the major target countries for foreign contractors, and help China’s construction contractors make corresponding preparations according to these conditions in order to develop suitable international markets and achieve sustainable development.
