2007年5月13日,国务院发出《关于建立健全普通本科高校、高等职业学校和中等职业学校家庭经济困难学生资助政策体系的意见》,决定从2007年秋季学期开学起,每年资助340万名家庭经济困难学生,约占在校生总数的20%,资助面相当于过去的7倍。这充分体现了党和政府对民生问题的高度关注,是一项众人皆赞的民心工程,凝聚着党和政府对亿万学生成长成才的关爱。本文论述了国家助学金“一三一”资助管理模式的内涵与意义、“一三一”模式的构建及运行。
On May 13, 2007, the State Council issued the Opinions on Establishing and Improving a System of Subsidizing Financial Assistance to Students from Household Economic Difficulties in Regular Undergraduate Colleges, Vocational Colleges and Secondary Vocational Schools, and decided to subsidize 3.4 million families each year starting from the fall semester of 2007 The economically disadvantaged students account for about 20% of the total number of students and the subsidized surface is equivalent to 7 times of the past. This fully demonstrates the great concern the party and government attach to the issue of people’s livelihood and is a popular project that everyone likes. It embodies the love the party and government have for the growth and development of hundreds of millions of students. This article discusses the connotation and significance of the national grants “one three one ” funded management mode, and the construction and operation of the “one three one” model.
