人文学科科研单位的一般目标是完成基本的科研任务,提供社会所需要的一般的科研成果。而最高目标则是产生精品、大师、巨人。实现最高目标,既要依靠规章制度,又要依靠领导者个人的作用。总的方向应该是,让所有的规章制度越来越符合精品、大师、巨人产生的规律,让管理越来越多地依靠规章制度,依靠法治。而与此同时,一定要重视领导者个人素质的重要性,要在单位形成良好的道德风气、学术风气、学术氛围、学术传统,要靠文化的作用、传统的作用来提升领导者的素质。
