本文在对河南省阳光工程部分受训人员进行问卷调查的基础上,对该项目的实施状况、培训效果以及对就业改善的影响等进行了实证研究。研究发现,受训者对阳光工程培训教师的评价较高,对培训器材设备、培训教材、培训时间长短等的评价不是很高;研究还发现,阳光工程的实施对就业能力的提升和就业状况的改善有显著正影响。对月工资是否受参加培训影响的回归分析发现,培训显著提高了受训者的月工资,并且对男性、已婚人员和高中生更为有效。不同特征的培训效果不同,其中,国家提供部分补贴、培训时间为3、4、5个月的培训专业更能增加受训者的工资;一些专业性较强的培训专业,如电子电器、焊工、建筑装饰、汽车驾驶与维修等技能型专业更容易提高受训者的工资。
