政府主导型高等职业教育集团化发展模式是通过一定的程序要求和政府力量,把分散的教育资源整合为可共享的优质教育资源,形成一种有组织的发展联合体。集团化发展模式具有多样性、开放与共享性、主体性、主营性、独立性之特征。常州高等职业教育园区具备了政府主导型高等职业教育集团化发展模式的组织形态。理念为本、政府主导、资源开放与共享、产学研集群是其组织形态的核心要素。
The government-oriented development model of the grouping of higher vocational education is to form a kind of organized development consortium by integrating decentralized educational resources into shareable high-quality educational resources through certain procedural requirements and government efforts.
