编辑同志:今年,我们这里的一家公园按照市政府指示,向市民免费开放,从而吸引了众多市民。不久前的一个星期六下午,我的儿子(12周岁)应几个同学之约,兴致很高地来到这家免费公园,不幸在游玩时发生了意外,孩子的右手手腕被假山上一块松动的石头砸伤,导致骨折。花了医疗费不说,还耽误了孩子的学习。事发后,公园管理者认为公园是免费开放的,不存在经营行为,孩子的受伤是由于父母管理不到位所致,与公园无关,因而不同意我们提出的索赔要求。请问,公园管理部门说的是否在理?读者:田春燕
