1987年9月22日,国家计划委员会等4单位联合颁布了关于实施《民用建筑节能设计标准(采暖居住建筑部分)》的通知,要求在我国严寒地区(累年最冷月平均温度低于或等于-10℃的地区,如黑龙江省的大部分地区、内蒙古自治区的部分地区)和寒冷地区(累年最冷月平均温度高于-10℃,低于或等于0℃的地区,如北京、天津地区)的居住建筑中推广空心砖和复合墙面、复合屋面,以利于建筑节能工作的开展。节约能源是我国的一项国策,而建筑节能是我国节能工作的一个重要领域,居住建筑的节能又是建筑节能的重要组成部分。建筑节能的总日标足以1981年为标准,1990年实现节能30%,并在此基础上,2000年再节能30%。为贯彻国家计划委员会等4单位颁布的《通知》,北京市城乡建设委员会等3单位又制定了《通知》的实施细则。细则中要求从1988年4月1
