上世纪90年代以来,国外提出了高绩效工作系统概念并迅速成为人力资源领域的研究热点。公共部门能否应用这些研究成果以及如何应用还是一个相对空白的研究领域。本文试图在回顾国内外研究的基础上对高绩效工作系统与环境的相互关系进行系统分析,结合公共部门的特点,分析其在高绩效工作系统应用中的优势和劣势,进而提出一些相关建议,为公共部门应用高绩效工作系统进行人力资源管理提供参考。
Since the 90s of the last century, the concept of high performance work system has been proposed abroad and rapidly became a research hotspot in the field of human resources. Whether the public sector can apply these research results and how to apply them is still a relatively blank area of research. Based on the review of domestic and foreign researches, this paper attempts to systematically analyze the relationship between high-performance work systems and the environment and analyze its advantages and disadvantages in the application of high-performance work systems based on the characteristics of the public sector. Then, some relevant suggestions, It provides a reference for human resources management in the public sector applying high performance work systems.
