10年前的十四届三中全会作出了《中共中央关于建立社会主义市场经济体制若干问题的决定》,十六届三中全会则审议通过了《中共中央关于完善社会主义市场经济体制若干问题的决定》,一个是“建立”,一个是“完善”,两字之别 ,包涵着深刻的内涵。十六届三中全会上通过的《决定》是在总结过去 2 5年渐进式改革经验教训的基础上 ,比较彻底地对如何真正地完善社会主义市场经济体制 ,进行了总体设计 ,明确了完善社会主义市场经济体制的主要任务 ,是为全面建设小康社会提供强有力的体制保障。“新三中全会”是中国向现代文明发展的一个历史分水岭。本刊约请校内部分教授和青年作者尝试用新视角对《决定》进行解读 ,探讨中国经济社会发展的未来走向。现选登了部分稿件 ,以飨读者
