构建六大人才高峰是江苏实施人才强省战略的一项重点人才工程。经过5年的探索和实践,取得了良好成效,项目资助规模逐步扩大,拔尖人才快速集聚,行业人才高峰逐步形成,有力地促进了行业的发展。本文从人才开发研究的观点出发,通过对人才工程创新实践的回顾,对其政策设计和行之有效的措施办法进行综述,努力使之趋于系统和规范,以期为“十一五”乃至更长远的行业人才发展规划提供新的研究视角。
Constructing the Six Talents Peak is a Key Talent Project for Jiangsu Province in Implementing the Strategy of Empowering Talents. After five years of exploration and practice, the project has achieved good results. The scale of project funding has been gradually expanded, the top-notch talents have gathered rapidly, and the peak of industrial talents has taken shape. This has effectively promoted the development of the industry. Based on the review of the talent engineering innovation practice, this article reviews its policy design and effective measures and tries to make it systematic and standardized, with a view to serving as the “11th Five-Year Plan” And even more long-term talent development plan for the industry to provide a new perspective of research.
