能源·电力要在大力提高能效的基础上提高消费水平，才能为实现２１世纪中叶我国的社会发展目标作出更大的贡献。要更新观念，树立以效率和效益为基础的用电管理新思维，在法制化管理、政策性鼓励、商业化运营、指导性服务等方面，大力推动向有利于ＤＳＭ的实施环境发展。从我国的特点出发，采用多种实施途径，鼓励ＤＳＭ参与资源竞争，经济有效地使用电力，促进资源合理配置，达到节省资源和保护环境，实现社会效益最好和各方受益的目的，使ＤＳＭ在提高能效和提高电力消费水平方面发挥更大的作用。
