我自部队转业以后,被分配到企业当了10多年的武装部部长,对目前城市基层民兵工作特别是企业民兵工作最准办的问题在哪里,感受比较深切。我认为:《民兵法》一定要从基层普遍感到最难办的问题出发,提出切实能解决这些问题的“硬杠杠”。“应该怎么办,违反了怎么罚,谁来执法”,所有条文,都不能少了这二个要素。我这里列几个个案,看解决它们需要什么样的“硬杠杠”。 After I switched from my military unit, I was assigned as the Minister of the Armed Forces for more than 10 years in the enterprise. I feel deeply that the most accurate question about the current work of grassroots militia units in cities, especially the corporate militias, is the most profound. In my opinion, the “militia law” must, starting from the issue that the grassroots units generally find it most difficult to handle, the “hard bar” that can really solve these problems. “What should be done, how to break the penalty, who will enforce the law”, all the provisions are not less these two elements. I have listed a few cases here to see what kind of “hard-rod” they need to solve them.
