研究水利工程公益性耗费补偿机制问题,首先要界定水利工程的公益性服务的边界。水利工程公益性服务的边界应按其行为功能从如下四个方面来确定:(1)提供公共服务,满足公众需求;(2)不具有消费排他性;(3)无法通过市场提供交易;(4)无法使用市场供求关系的因素影响价格(或收费标准)。水利工程往往不是为单一功能而建设,而是综合考虑防洪、排涝、挡潮、降渍以及灌溉、供水、发电、通航等多个除害和兴利目标。人们在社会经济生活中往往是通过其行为功能能不能直接计算增加值和国民生产总值来区分其公益性行为和经营性行为的。为此,做水工程功能作用及产业类属图如下。
