土地流转制度是新时期应对土地利用率、土地产出价值低下而适用的新的土地利用制度。然而土地流转后农村流动人口的社会保障功能对过去土地保障功能的替代如何转换成为重要议题。文章通过城乡统筹的视角来论证流动人口的社会保障制度构建的必要性和合理性。城乡统筹的社会结构主张城乡之间的公平待遇,城乡统筹的产业结构为流动人口的社会保障提供需求,城乡统筹的劳动力市场也为统一的劳动力市场的平衡流动提出平衡城乡社会保障的制度需求。分类保障,健全农村社会保障制度和提升城市保障的“拉力作用”是文章给出土地流转后农村流动人口社会保障构建的路径选择。
The system of land transfer is a new land-use system that is applicable in the new period in response to the land utilization rate and the low value of land output. However, how the social security function of the floating population in rural areas transformed the substitution of the land security function in the past became an important issue. The article demonstrates the necessity and rationality of establishing a social security system for migrants through the perspective of urban-rural co-ordination. The overall social structure of urban and rural areas advocates fair treatment of urban and rural areas. The industrial structure in urban and rural areas provides the social security for the floating population. The unified labor market in urban and rural areas also puts forward the system requirements to balance urban and rural social security for the balanced flow of the labor market. Classification of protection, improve the rural social security system and enhance urban security “Rally ” is the article gives the rural migrants after the transfer of rural social security construction path selection.
