Owing to the inability of radar and VHF communications to be covered in the airspace of the sea, air traffic control over ocean-going aircrafts in Tokyo, Japan ACC had to rely on conventional procedural controls based on flight plans and pilot reports. This means that as the amount of air traffic at sea increases, the controller’s workload also increases, and there are many problems with maintaining aircraft separation and using the airspace airspace effectively.
