怎样推进行政管理体制和政府机构改革,是代表和委员们审议和讨论“十五”计划纲要关注的热点之一。 1998年以来的机构改革虽得到充分肯定,但目前改革尚未完全到位;虽然人员、机构的精简力度很大,然而职能转变还不能适应改革和发展的需要。转变管理观念,强化服务监督职能,着力解决行政管理体制中的深层次矛盾,是继续推进行政管理体制和机构改革的关键所在。
How to push forward the reform of the administrative management system and government institutions is one of the hot spots for delegates and members to consider and discuss the outline of the 10th Five-year Plan. Although the institutional reforms since 1998 have been fully affirmed, the reforms are not yet fully implemented. Although personnel and institutions have been streamlined, the transformation of functions has not yet been able to meet the needs of reform and development. To change the concept of management, strengthen the service supervision function and make efforts to solve the deep-rooted contradictions in the administrative management system is the key to continuing to push forward the reform of the administrative management system and structure.
