地方立法作为我国法治体系的重要组成部分,对于完善我国立法体制、推动地方经济社会事业的全面协调可持续发展、维护地方政治安定和社会稳定、促进法治中国建设具有不可替代的重要作用。地方立法要从本地区实际情况出发,认真研究制定本地急需的、条件成熟的法规,及时调整修改完善已有的法规,使地方立法既反映人民群众的根本利益,又符合地方的具体情况和实际需要。
