湖北省工业建筑总公司三处,1988年在进一步完善栋号承包和对一线生产工人全面执行计件工资的同时,又对处材料股实行“一挂五保”的材料供管集体承包,取得了明显成效。全年实现利润105万元,是1987年的2.4倍;材料成本降低77.8万元,比1987年提高159.9%;三大工具利用率超过公司规定的指标,达到82%;周转材料损耗丢失不超过5万元,比1987年降低65.5%。三处对材料股实行“一挂五保”材料供管集体承包的主要做法是:1.取消材料股全员的基本工资、浮动工资、加班工资、夜班津贴,职工收入实行同各项材料供应和管理指标紧密挂钩,上不封顶,下不保底。
