目的:建立以服务数量、质量、满意度为主的社区卫生服务考评机制,切断医务人员收入与药品、检查收入之间的直接联系,客观、准确地评估社区卫生服务中心的服务水平,促进社区卫生服务水平全面提高。方法:建立考核组织机构,严肃考核纪律,制定考核评估方案和分配机制,明确考核方法,完善考核流程。结果:考评机制得到考核人员、管理人员和医务人员的认可,提高了医务人员的积极性,减少了医务人员趋利行为,提高了老百姓满意度。但存在数量、质量、满意度比例难以确定,界定工作数量和考评内容困难,可分配总量不大等困难。
OBJECTIVE: To establish a community health service evaluation system based on the quantity, quality and satisfaction of services, cut off the direct contact between medical staffs’ incomes and medicines, and examine the incomes, objectively and accurately evaluate the service level of community health service centers and promote the community The overall level of health services has been raised. Methods: Establish appraisal organization, seriously examine discipline, formulate appraisal and assessment scheme and distribution mechanism, clarify appraisal method, and improve assessment process. Results: The appraisal system was approved by examiners, managers and medical personnel, which improved the enthusiasm of medical staff, reduced the profit-seeking behavior of medical staff and increased the satisfaction of ordinary people. However, it is difficult to determine the ratio of quantity, quality and satisfaction, to define the work quantity and evaluation content, and to allocate a small amount of the total.
