华宁县国营东山林场是玉溪地区的“老火灾区”,1969至1979的十年间,年年都要烧山上千亩、几千亩(十年累计烧山面积共为82,424亩),1979年最严重,发生山林火灾十一次,烧山面积19,580亩(占全场经营面积五分之一),毁伤林木2,761,600株。近两年来这个场深入学习贯彻《森林法》,在总结过去正反两面的经验教训的基础上,切实从以法治林入手,全面改进护林防火工作,
