本文认为 ,资本市场是西部大开发的特殊资源和重要的资源配置手段 ,西部大开发的实质就是大开放 ,特别是资本市场的培育和开放 ,为此 ,文章提出了西部资本市场开放的 8条对策建议 :( 1 )引外资金融机构 ,在西部各省设立分行和代表处 ;( 2 )引境外公众上市公司进入西部考察、投资 ,进行项目合作、技术合作、风险资源开发以及股权投资与合作 ;( 3)引跨国公司在西部一些省区设立研发机构 ;( 4)引入国内外综合类证券公司在西部设立总部、地区管理总部、营业部等分支机构 ;( 5)引入国内外有技术、科技成果的创业投资者入西部并帮助其在资本市场融资 ,进行风险科技产业投资和创新 ;( 6)引入省外、海外高知识人才进入西部 ,进行“知本”与资本的优化配置 ;( 7)鼓励西部企业与资本市场联姻 ;( 8)积极发挥西部城市在要素市场配置中的综合功能。
This paper argues that the capital market is a special resource and an important means of resource allocation in the development of the western region. The essence of the development of the western region is a great liberalization, especially the cultivation and opening up of the capital market. Therefore, the article proposes eight articles on opening up the western capital market Countermeasures: (1) Introducing foreign-funded financial institutions to set up branches and representative offices in the western provinces; (2) Introducing public listed companies outside the country into the western part of China for inspection, investment, project cooperation, technical cooperation, development of risk resources, and equity investment and cooperation; (3) Introducing multinational companies to set up research and development institutions in some western provinces and autonomous regions; (4) Introducing domestic and foreign general securities companies to set up headquarters, regional management headquarters and sales offices in western China; (5) Introducing domestic and foreign technology and technology (6) To introduce the knowledge talents outside the province and overseas into the west to carry out the optimization of capital allocation and capitalization (7); (7) to invest in the venture capital industry in the capital market; ) Encourage the marriage of western enterprises and capital markets; (8) Actively bring into play the integrated functions of the western cities in the allocation of factor markets.
